Kate arrests a criminal and brings him in for questioning to do with the death of Supervisor Caffrey, she's looking for a man that goes by the name Little Tony. He gets vulagr with her and she bashes him into a wall. Right then, her superiors who had been watching the interrogation, burst into the room and tear Kate away from him. Over in the sewers, Angel dispatches of a gooey demon and has Cordelia and Doyle clean up the mess, much to Cordelia's disgust. Later on, Kate drops in the office and asks Angel for a favor; to locate Little Tony aka Tony Pappazzi. Doyle and Cordelia begin research on Tony's whereabouts.
Kate's dad, Trevor, runs into her at work and in an awkward and brief conversation Kate tells him that she'll be giving a little speech at his retirement party. Kate then receives a phone call from Angel who's found Little Tony at a pier. Kate says she'll be there immediately. Angel then notices that Tony's about to get on a boat, so he pretends to be a tourist and stands alongside Tony, pretending that he's waiting for a boat too. He then knocks out Little Tony's two bodyguards and just as Little Tony tries to escape, Kate's police squad pulls up and arrests him. Little Tony makes him one phone call to the law firm Wolfram and Hart, who already have his papers in order and that Kate will be removed permanently for causing such a mess for him. In a meeting with Tony and his lawyer, Kate gets vulgar with Tony and his lawyer says that if she isn't silenced he'll open this case to the court to show the brutality of the LAPD.
Back at the office, Angel tells Cordelia that he doesn't think that the Little Tony issue is over and done with. Doyle then drops in and confirms Angel's suspicions and says that Little Tony is going after Kate. The next day, the entire LAPD is put into a sensitivity training course, likely because of how Kate treated Tony. The course instructor, Allen Lloyd, is very outgoing and his first rule is the talking stick, and that whoever is holding the stick can say whatever they want, free from judgement. Angel then drops by the LAPD office and Kate invites him to her father's retirement party. He agrees and then tells her that he believes that Tony has taken out a contract on her life.
At the retirement party, Kate is saying a speech for her father. She begins by saying that he helped out the LAPD a great deal and that no matter what he says, it is a big deal. Mid-way through her speech she gets very emotional and all her resentment towards her father comes out; how after her mother died he never comforted her and that he's never once called her pretty. After her speech, everyone at the party starts sharing their emotions and some fights break out. Angel brings Kate back to his office and questions her about the sensitivity training. He finds out that Allen Lloyd is running the course and he heads out to find him while Cordelia and Doyle stay with Kate while she babbles on and on about feelings. Angel finds Allen's apartment and looks around. Allen comes up behind him and hits on the head with the talking stick. Angel grabs the stick and begins to choke Allen by applying pressure to his throat with the stick. Kate then leaves Angel's office in search of her dad and neither Cordelia or Doyle can stop her because she's brandishing her gun.
Back at the LAPD, the place is in chaos and some cop even unlocks all the jail cells; setting the criminals loose. Kate makes it to the LAPD office and starts screaming her father's name. Angel heads back to the LAPD office where he runs into Cordelia and Doyle. He gives them a big hug and they figure out that Angel's touched the talking stick. Angel tells them that whoever touches the stick becomes infected and that Tony had this all planned so that he could make his escape. Angel and co. get into the police department. Meanwhile, Little Tony gets a hold of gun and holds it on Kate. Angel then drops in and gets into a fight and knocks out Tony. Angel and Kate then embrace and feel horrible about using violence to solve their problem.
The next day, Little Tony phones Wolfram and Hart and they inform him that he is no longer their client. The excuse going around the police department is that someone spiked the punch at the retirement party. Trevor then drops in and tells her that she embarassed him at the party and as far as he's concerned, it never happened. Kate just nods her head and gets back to work.

A bizarre episode to say the least. It was just fun and games though. It was quite funny to see the LAPD being so incompetent (even though they are considered scum by most police departments anyway) so it was fun to see them having such problems. The talking stick thing was just funny, and to think that a stick would affect people like that is really amusing. It was also really amusing to see Angel acting like a little fluffy bunny! But that line about "You could be a rainbow, not a 'pain'bow" just made me cringe. Seeing Angel as a tourist was the highlight of this episode for me. That shirt and hat! Phew! What a combination! I'm kind of curious why Kate doesn't want Angel involved in fighting or anything, I mean she can obviously tell that he knows how to fight and she can't possibly think that he's completely human, I mean she did see him juts out of that ten story building. what did she think he did? Land on a trampoline that just happened to be below? I also wonder when Angel's gonna tell her that he's a vampire? This episode was a little confusing with so many things jammed into one (as Niki did say) with all the storyline kind of packed into one episode which kind of made me think the episode was a little rushed and stuck together with duct tape. But nevertheless, it was a an amusing episode and it did have some funny moments.

This episode was pure comic relief, since I had watched the last three episodes of Angel back to back, and this one was a relief after two hours of intense Angel episodes. David got to work his comedic muscle, and to my surprise it was actually good! It also pokes fun at the "police sensitivity" thing, but taking it one step further and showing what happens, which was a really good concept. One thing I didn't like was Kate's storyline with her mother, because a) it's cheesy, and b) there are two many storylines to keep track of! Will someone remind Joss that he's not Chris Carter and that this is the X-Files? Plus the whole tough-dad cop thing is so overdone! they used the cliche of police sensitivity, but fell into the trap with the dead mother/workaholic father. As a person, I'm starting to like Kate more, but if her and Angel go ANYWHERE, I will be so upset I will have to start praying for the Angel/Buffy relationship to start up again, and you all know how much I hated them together. This episode was a breath of fresh air, and comes in a close second for favourite episode of the season so far, but Rm W/A view still claims that title.
